How to Enable Copying Text From a PDF

You try to drag-select a paragraph and nothing highlights, or the "Copy" option is greyed out. Two very different causes hide behind this symptom, and knowing which one you have determines the fix. This guide walks through both, a copy restriction versus a scanned image, and how to restore copying on documents you own.

Why "select text" is greyed out

There are two common reasons text won't copy:

  1. A content-copying restriction. The document has an owner password with the "copying" permission disabled. The text is really there, the reader is just refusing to let you select it.
  2. The PDF is a scanned image. There is no text layer at all, only a picture of a page. Nothing to select because, to the computer, it's a photo.

Quick test: if you can't select but the file opened without a password, try zooming in, if the "text" is crisp and vector-sharp at high zoom, it's real text behind a restriction; if it blurs like a photo, it's a scan.

Fix 1: Remove the copy restriction (real text)

On a file you own, clear the permission flags with any of these:

  • Browser tool: Use our in-browser unlocker to strip the owner-password restrictions, then reopen and select freely.
  • Adobe Acrobat Pro: Tools → Protect → Encrypt → Remove Security. See the Acrobat guide.
  • Preview or LibreOffice: Re-export the file without encryption; the copy allows selection.

Fix 2: Run OCR (scanned image)

If the page is a scan, removing restrictions won't help because there's no text to copy. You need Optical Character Recognition (OCR) to generate a text layer:

  • Adobe Acrobat Pro: Tools → Scan & OCR → Recognize Text.
  • Free options: Google Drive (open the PDF with Google Docs to extract text), or open-source engines like Tesseract-based apps.

After OCR, the recognised text becomes selectable and copyable.

Still blocked?

If copying still fails after removing security, the file may have a Document Open password (so it never fully decrypted) or be damaged. Our "permission denied copying text" troubleshooter has a step-by-step diagnosis tree.
